The rules and regulations herein after published will govern the holding of the 2010 Fair. Fair Association, when used herein, refers to Saline County Agricultural Association.

 

Entries and Exhibits

1. Entries in Departments M and M-1 (textiles and fine arts) shall be made by and exhibits brought on Saturday, July 24, 2010 from 9 a.m. to 11:30 a.m.

2. Entries in Department J (fresh vegetables), Department L (flowers) and Department O (culinary) will be made on Monday July 26, 2010 from 9 a.m. to 11:30 a.m. Entries will be made at Floral Hall .

3. All livestock entries will close at 5:00 p.m. July 17, 2010. Department B and F, Dairy and Sheep, final payment will be made from 12 to 2, Saturday, July 24, 2010, at the Sam Stafford building. B and F must be in place by noon Saturday, July 24, 2010. Department A final payment will be made from 12 to 2, Wednesday, July 28 in the Sam Stafford building. Department A must be in place by noon Wednesday, July 28. Entries in open class not eligible for junior classes.

NOTE — If rules for entering any department are different from these general rules, those rules will appear under that particular department.

4. All articles for exhibit must be delivered in person to the fair grounds. None shipped by mail will be accepted. The secretary may be reached at 253-5126 prior to the fair.

5. In no case will a class or special show be added to the premium list — the list will stand just as printed. So, please, don’t ask.

6. There will be no changes of exhibitors’ names or re-arranging of any entry after the entry is made, except in case of error on the entry book.

7. No person shall act as judge in any department in which he may be interested as an exhibitor.

8. Exhibit Hall will be open to public on Monday, July 26, 2010 at 6 p.m.

9. No admission to be permitted in Floral Hall until all entries have been judged and arranged for display, which will be on Monday, July 26, 2010 at 6 p.m.

10. Every precaution will be taken for ample protection of all exhibits. However, the Fair Association will not assume the liability for loss or damage to any material or exhibit.

11. Floral Hall exhibits will be released from 10 a.m. to 12 noon on  Saturday 31, 2010.

12. All livestock exhibited must comply with the regulations promulgated by the Department of Agriculture of the State of Illinois which appear following these rules.

13. In all full blooded cases, the exhibitor will be required to furnish the proper certificates of the respective class. Any misrepresentation of age will be considered fraud and the animal will be sent back and no award placed. This will be strictly enforced.

14. All animals must be exhibited in such places and at such time as the Superintendent shall designate and be ready to parade at the call of the president. All animals that have been awarded a premium must be led in the parade. Refusal to lead in the parade will be a forfeiture of the premium awarded the animal not led.

15. Any animals showing symptoms of a disease will be “excluded from exhibition.”

16. The Association reserves the right to withdraw any class in any department or race that does not fill satisfactorily.

17. Entries for all exhibits must be recorded with the secretary in the name of the bona-fide owner and the entry fee must be paid at the time of making entry.

18. Exhibitors of livestock between the hours of 10 a.m. and 4 p.m. shall afford visitors every reasonable facility for examination of stock.

 

2010 Exhibitors’ and helpers’ tickets

19. Each exhibitor will purchase exhibitor’s ticket for $5. If such a ticket is not purchased, said exhibitor will have to purchase an admission ticket each time he enters the fairgrounds during the entire fair. The exhibitor’s ticket must be presented at the gate each time he seeks admission.

20. Exhibitors will be allowed necessary helpers’ tickets, but not more than one for each exhibitor entering.

 

Awards

21. The judges’ decision will be final, unless complaint can show fraud or other irregularity in placing the award. Such complaint as an incompetent judge will not be considered by the management.

22. All protests on awards must be made in writing to the secretary within four hours after the award is made.

23. An exhibitor or his agent making a false entry or showing disrespect to a judge or superintendent shall forfeit all awards made to him. Any article previously winning a blue ribbon cannot be entered again.

24. All premiums awarded and not called for or demanded within thirty days after the close of the fair shall be donated to the Fair Association and will be canceled on the books.

25. Premiums awarded will be designated by colors as follows: first, blue; second, red; third, white; fourth, pink; fifth, yellow; sixth, green; seventh, purple; eighth, brown, depending on places offered. Awarding of ribbons the discretion of the superintendent of that class.

26. Only two monies will be paid to an exhibitor under any one premium number.

 

Concessions

27. Address all inquiries concerning concessions to Dennis Wilson, P.O. Box 636 Harrisburg, IL 62946. Phone: 618-252-1185. When space for stands or concessions is rented or reserved, it shall be paid for at that time.

29. Each concessionaire will be entitled to one helper’s ticket for each $100.00 paid for stand or concession space. Additional helpers’ tickets will be $10.00 each.

30. All proprietors of stands or concessions will be required to keep garbage boxes and their places in a clean and sanitary condition, and anyone failing to comply with this rule will forfeit his privilege.

31. Loud or mechanical speakers in or on stands or concessions will not be allowed without the permission of the Fair Association.

32. Deliveries to stands and concessions during the fair must be made before 2 p.m.

33. Booth spaces are assigned. Contact Fair Manager for details on available space.

34. Admission charges to grounds:

NOTE: All food stands under rules and supervision of Department of Public Health.

 

Miscellaneous

35. No gambling game of chance, immoral shows or exhibition, or intoxicated persons will be allowed on the fairgrounds. No person will be allowed to sell any intoxicating liquor on the fairgrounds. Alcohol-free zones will be strictly enforced.

36. The Fair Association reserves the right to pay the premiums pro-rata if the net proceeds of the Association be not sufficient to pay the premiums in full.

37. An exhibitor attempting to interfere with the judges during adjudications will promptly be excluded from competition.

38. Free city water will be provided, but all exhibitors and others must provide their own buckets or vessels for watering their livestock and for their personal requirements.

39. The Fair Association reserves the right to enforce all rules and laws of the State of Illinois, and any other laws, rules and regulations that are applicable to control all stands, shows, concessions or other attractions, and immediately close same on oral notice when any law, rule or regulation is violated. No rental fee will be refunded.

40. The Fair Association will not be liable for death, loss of property, theft, injury to persons or animals. Further, the Fair Association is giving fair warning that hazards may, from time to time, exist that could cause injury to persons or property and that all participants should use extreme caution in operating or walking, running or riding on the Fair Association property.

41. The entry fee, stall fee, and pen fee is shown under each class. Special rules and conditions applying to particular classes will be shown under that class.

42. Open fires will not be permitted in, under or adjacent to any stand, building or other structure on the fairgrounds.

43. No animals, including dogs, will be allowed to run at large on the fairgrounds.

44. All campers, who camp anywhere on the grounds,  will pay a $15. per night fee for staying on the grounds to be paid at secretary’s office, or to the superintendent of their department.  Each additional trailer that requires any type of hook-up , (electricity)  will also be charged per trailer. NO EXCEPTIONS! People exhibiting in Saline County Fair classes will be given first priority in camp site assignment, to be assigned by their superintendent. Anyone with an outstanding bill owed to the Fair will not be assigned a camping spot.

45. All concessions and exhibitors are asked to police their areas of all trash everyday.

46. All exhibitors, concessionaires, their agents, servants, etc. must comply with all laws of the State of Illinois.

 

Power of Postponement

47. In cases of unfavorable weather or unavoidable cause, the Fair Association shall have the power to declare off, or postpone, or continue the fair to any date or time to suit its convenience by making pronouncement of same on the fairgrounds, and may exercise this power before or after the fair has commenced.

2010 EXHIBITION LIVESTOCK HEALTH REQUIREMENTS

Health Certificate or Certificate of Veterinary Inspection

The term “health certificate” or “certificate of veterinary inspection” means a legible record, made on an official form of the state of origin, issued by an accredited veterinarian, which shows that the animals listed thereon meet the health requirements of the state of destination. A health certificate must:

1. Accompany animals (EXCEPT :  Illinois equidae, Illinois steers, calves less than six (6) months of age, and animals in terminal classes if isolated from other livestock) and be available on request by Animal Health Officials. Also premise ID must be available.

2. Show results of required tests and/or vaccinations; AND

3. Show name and address of owner or exhibitor.

4. Health certificates must be dated and signed by an accredited veterinarian.

Enter only one identification per line on the health certificate.

Animals with active lesions of ringworm with resulting loss of hair, or multiple warts easily visible without close examination, will not be permitted to exhibit. Cattle infested with scabies or mange will not be permitted to exhibit.

Department personnel may collect blood or tissue or urine samples from any animal being exhibited and/or raced at any Illinois fair to test for the presence of illegal drugs.

All exhibitors of animals at any Illinois fair or exhibition shall comply with the provisions of the Illinois Humane Care for Animals Act. If violations are observed, the animal(s) will be excused from exhibition and be ordered removed from the grounds with all awards being forfeited.

Any practice or deviation from normal accepted care, including physical, medical or mechanical application, other than on the prescriptions of a licensed veterinarian, will constitute a violation of show rules and are subject to the above provisions and may result in other action.

 

CATTLE

OUT-OF-STATE CATTLE:

Accompanied by health certificate issued within 30 days prior to exhibition, showing individual identification of each animal by fully healed and legible tattoo, official metal tag, or registration number, or individual brands, if brand is recorded on the registration certificate.

 

Tuberculosis: Applies to all cattle, including steers.

Animals originating from an accredited tuberculosis-free herd, OR an accredited tuberculosis-free state, OR individual animals negative to tuberculin test within 60 days prior to exhibition.

 

Brucellosis

1. Applies to females six months of age and over and bulls 18 months of age and over.

a. Negative brucellosis test conducted at a state or federal laboratory within 30 days prior to exhibition, OR

b. Animals originated from a “Class-Free” state (if entire state is so classified); OR

c. Animal originated from a certified brucellosis-free herd, were included in the last herd test, and certified herd number and date of last test are shown on health certificate, OR

d. Officially vaccinated heifers of the dairy breeds under 20 months of age and officially vaccinated heifers of the beef breeds less than 24 months of age are not required to be tested if health certificate shows record of vaccination.

2. Steers are not required to be tested for brucellosis.

3. Female cattle in terminal market classes are not required to be tested for brucellosis; provided they are not commingled with breeding animals being exhibited.

*Health certificate or certificate of veterinary inspection and prior permit required for entry of exhibition cattle from states classified as “Class B” under the Uniform Methods and Rules for the eradication of brucellosis.

 

ILLINOIS CATTLE

All cattle, except steers and calves less than six months of age are to be accompanied by a health certificate issued within 90 days prior to exhibition, showing individual identification of each animal by fully healed and legible tattoo, official metal tag, or registration number, or individual brands, if brand is recorded on the registration certificate.

Tuberculosis — Tuberculin test is not required for Illinois cattle.

CATTLE

Brucellosis Testing is not required for Illinois cattle.

 

GOATS

Health certificate will be required on goats. Health requirements for sheep also pertain to goats. Please check sheep section for details.

Goats with any or all of the following conditions shall not be exhibited and must be removed immediately from the exhibition area:

1. Lesions of contagious ecthyma (sore mouth).

2. Active lesions of ringworm with resulting loss of hair.

3. Caseous lymphadenitis as evidenced by draining abscesses.

 

Crucellosis and tuberlin tests are not required for goats entering, moving or being exhibited in Illinois.

 

SWINE

ILLINOIS SWINE— Accompanied by health certificate issued within 90 days prior to exhibition. Swine shall be individually identified by ear tag, tattoo or recognized breed ear notch. Ear notch identification is acceptable for barrows, crossbred gilts and breeding swine. Health certificate shall show:

Pseudo rabies

1. Breeding swine of all ages to be negative to an official test for pseudo rabies conducted within 90 days prior to exhibition; OR that the swine originated from a qualified pseudo rabies negative herd number and date of last qualification test are shown on health certificate.

2. Barrows or females in terminal market classes must meet the same test requirements as breeding swine if these classes are held in conjunction with other livestock exhibits not intended for slaughter. When terminal classes are held on a day when no other livestock are present, these animals are exempt from all test requirements of breeding swine and do not need a health certificate. The pens occupied by such animals may be used only for slaughter animals during the 30 days following cleaning and disinfecting.

Brucellosis

1. Brucellosis test not required for Illinois swine.

Any member of the porcine (swine) family must comply with the above mentioned provisions, as to a health certificate, an entry permit number for out-of-state swine, individual identification, and the necessary tests.

*All swine in terminal classes must be identified by an official swine tattoo (Tattoo: conforming to the six-character alphanumeric National Tattoo System that provides a unique identification for each herd. Tattoos of at least 4 characters must be used) before being shipped to slaughter. Each county fair is required to maintain records for at least 2 years on the following information: 1) the official swine tattoo applied to the swine; 2) any other approved identification appearing on the swine; 3) the owner’s name and complete mailing address; and 4) the name and complete mailing address where the identification was applied.

Swine from pseudo rabies quarantined herds ARE NOT ALLOWED to exhibit regardless of whether or not the show is terminal or non-terminal.

 

SHEEP

OUT-OF-STATE SHEEP

Accompanied by health certificate issued within 60 days prior to exhibition, showing identification by ear tattoo, metal or plastic ear tag or other positive identification. The issuing veterinarian shall certify that he observed the flock of origin and found the sheep free from visible evidence of any infectious, contagious or communicable disease.

1.  CVI must include the following statement:  “The sheep listed above were not exhibiting clinical signs of scrape at the time of examination.”

2.  Sheep from a flock with laboratory diagnosis of scrape not permitted to exhibit.

 

ILLINOIS SHEEP

Individual identification of each animal shall be by an ear tattoo or official metal or plastic tag. A microchip ID is acceptable if the owner can provide the reader.

Ear tattoos may be used when a registration certificate, listing the tattoo number, accompanies the animal

When using ear tags, the tag must indicate the premises ID and state of origin. The tag number must be assigned by a state or APHIS representative and recorded in the Scrapie Record Database.

For any animal born after 1/1/2010, the CVI must include the flock of birth and the flock of origin.

Tags are available from the USDA, at no charge, by calling 1-688-USDA-TAG. A list of approved tag companies is maintained on the APHIS Scrapie Web page:  www.aphis.usda.gov/vs/scrapie.

Under federal regulations, the owner must also state on the CVI that the animals are not scrapie positive, suspect, high-risk, or exposed and are not from an infected source or flock.

1.  CVI must include the following statement:  “The sheep listed above were not exhibiting clinical signs of scrapie at the time of examination.”

2.  Sheep from a flock with a laboratory diagnosis of scrapie are not permitted to exhibit unless they have been in the Voluntary Scrapie Flock Certification Program for at least (3) years.

 

MARKET LAMBS

All wethers must be slick shorn (show ring ready) before weigh-in so that show lamb fungus can be identified.

Any animal which shows lesions of contagious ecthyma (sore mouth) may not be exhibited and must be removed from the exhibition area.

The Illinois Humane Care for Animals Act prohibits physical mistreatment of animals. The use of electrical shock, OR manual striking of sheep, OR withholding feed and water are considered violations of the Act. The presence of any type of equipment to induce electrical shock in the exhibition area will be considered as intent to inflict electrical shock on animals under care of the person with the equipment. Persons found mistreating sheep will be prohibited from exhibiting and be dismissed from the fairgrounds.

 

HORSES, PONIES, MULES AND OTHER EQUINE

ILLINOIS EQUINE (horses, ponies, mules, etc.) — (Exhibition and Race) Equine 12 MONTHS AND OLDER participating in an advertised equine event (“Advertised equine event” means a show, rodeo, sale, auction, exhibition, trail ride, or horse fair, that is posted or media promoted) shall be accompanied by a NEGATIVE TEST FOR Equine Infectious Anemia/E.I.A. (Coggins/CELISA) conducted WITHIN ONE (1) YEAR. A health certificate (Certificate of Veterinary Inspection) is not required for Illinois Equine.

 

OUT-OF-STATE EQUINE (horses, ponies, mules, etc.) — (Exhibition and Race) Equine entering Illinois will be required to be accompanied by a HEALTH CERTIFICATE (Certificate of Veterinary Inspection) ISSUED WITHIN 30 DAYS OF ENTRY and equine 12 MONTHS AND OLDER MUST HAVE A NEGATIVE TEST FOR Equine Infectious Anemia/E.I.A. (Coggins/CELISA) WITHIN THE LAST 12 MONTHS.

 Juniors are eligible for open classes.

 All animals shown in Junior Show must be property of the juniors showing them. If the same animals are shown in both Open Classes and Junior Show, they shall be shown under the same exhibitor’s name (for example, the father is not permitted to show an animal in Open classes, and the son or daughter show the same animal in the Junior Show).

 Sheep and Goat Classes are for registered and non-registered animals.

ENTRIES MADE AFTER JULY 10, 2010 WILL BE ACCEPTED ON A SPACE AVAILABLE BAISIS ONLY!
